BandWidth Limit for each port on Win2k system!

Hi! Does anyone know there is any sofware (such as firewall....ect.),
running on the windows machine, which can limit the bandwidth for each port.
I know that "Port Explorer" can do such thing. But I hope I can set the rule
to restrict the bandwidth usage in advance, not after the socket've already
connected to the remote machine. For example, the applications(such as I.E.
FTP......etc.) running on my machine may connect to the server, but I don't
know which port (local port) they would use for the connection. Thanks a
lot!
