How can I get rid of the XP balloons? Tired of them
popping up all over the place when I click on something.
Sometimes what I'm trying to click on is obscured by the
goofy things. Sure they might be helpful to some, but to
me they are just annoying.

START MENU AND TASKBAR > FIND REMOVE BALLOON TIPS ON START MENU ITEMS >
CHECK ENABLED > OK

According to the description for that policy, it "includes 'Click here to
begin' on the start button". It doesn't work (at least in the classic
shell).
