Balloon System Tray Tooltips in VB.NET

I've been searching all over the web, and I can't seem to find any answer to this question. Is there an easy way to create system tooltips in VB.NET. I'm trying to find a way to do this that is integrated into VB, but if that fails I may have to struggle with direct API calls. Can someone help please?

Take a look at the notificationwindow in the vb power pack.

Well, that's not exactly what I'm looking for. I would think that since
VB.NET and the .NET framework is basically 'made for' windows xp that there
would be a simple way to create and display balloon tooltips in the system
tray.
