Bad Programs

My daughter downloaded a bad program and no my PC will only boot up to the screen I enter my password on, the mouse does not work and the screen is a bright pink color. Can anyone help? I already had it start up in "Safe Mode" but so far i can only get the computer to a blank screen that says "running in safe mode" and the mouse works. Ther is no start button or any thing else on the screen. What do I do now?
