Bad Network Utilisation.

My Local Area Network works but how do I utilise the
10/100mbps network running in my house. At the moment I
am getting about 250kbps which is not enough for my
needs. I am using good quality cables and the network
cards are installed correctly. I do use a switch instead
of a hub but the network is still too slow. I want to
know if there is any thing that I have to enable to make
it run faster(like a protocal or somthing that I have to
enable/disable), or if this is just normal.
I am using Windows XP SP1 and my machines are two 2.4s.
