bad language bar

You should have the choice in text services or (language
bar) to click on language bar under preferences in
settings, the one in my system W2K is not accessible its a
transparent color. I cannot enable or disable. Any ideas
how to fix???

So you go to Start | Settings... | Control Panel | Ketboard applet | Input Locales | Change... | Language Bar. Can you make any changes there?
