Bad Favorites

We upgraded from W2K SP2 to SP4. When some users login they get an error saying that their roaming profile couldn't copy one of their favorites. So for some reason instead of just not copying that one file, it leaves the whole profile behind and uses the local profile. When I log in as an Administrator I can look at these "bad" favorites and they have no properties. We use Netware and I can't see Netware Permissions or anything. But if i log on to a sp2 machine its fine

I'm lost, hope I made sense. help please
