It actually looks to me as though someone has had Mcafee
Virus Scanner on the C:/ drive and then tried to REM it
from booting, which has caused the PC to load no more.
Start the PC holding down the F8 key at the top of the
keyboard, this should boot the PC into Safe Mode.
The PC should now boot but without any drivers so the
screen may look slightly pale and Safe Mode will be
visible on the desktop.
Once in there you can either remove MCcafee or choose to
install it properly.
