Backup of sysvol

Arcserve 9 agent will no longer back up sysvol or
netlogon. The policies folder is the one with main
problem. I am using admin account to do so. Is there a
reason under upgrading from WIN2K advanced server to 2003
Enterprise server that this would no longer function
properly? I am seeing others with same problem.
