Backup of qmgr0.dat & qmgr1.dat

Unable to open file. (FILE=C:\Documents and Settings\All
Users\Application\Microsoft\Network\Downloader\qmgr0.dat,
EC=SHARING VIOLATION)

Unable to open file. (FILE=C:\Documents and Settings\All
Users\Application\Data\Microsoft\Network\Downloader\qmgr1.d
at, EC=SHARING VIOLATION)

Using Arcserv backup, anyone got any ideas how to get rid
of this error?.

Is it as simple as excluding these files from the backup,
or are they important?.
