backup importing tapes instead of keeping them in backup

After inserting the tape into the machine, the tape is being read as
requiring import and not being reconized as a tape created on the same
machine.

Windows 2000 server, service pack 4.

I have to change the label GUID on the backup config to be able to get a
back up. The report does not compelete either.

Any suggestions
