Backup fails at system state

Can anyone give any suggestions as to why the Windows NT Backup utility is
failing at the system state section? Using WinXP Home (admin account) and
trying to backup to a folder that I can later copy to CD/DVD. Here is the
section from the backup log showing the errors:

Error: Could not access portions of directory System State\COM+ Class
Registration Database.
You may not have permission to open the file, or the directory may be
missing or damaged.
Please contact the owner or administrator.

The operation did not successfully complete.

Create a user in the Backup Operators group and try it with his credentials.

I'm trying to backup using an admin account, that should have full backup
rights shouldn't it?
If not can you explain how to change the user to a backup operator. I've
found Microsofts explanation, which is to go to "Computer Management > Local
Users and Groups > Groups", but 'Local users and groups' is not listed in
computer management.

If you are admin then it should have the necessary permissions. Is the
Volume Shadow Copy Service running?

Yes it is, that was one of the first things I checked.
