Backup to cdrw ok 1 user, not the second

We have recently re-installed win 2000 because of the
password problem that locked up the computer.

We can back up to cdrw on user 1 but cannot see the cdrw
drive when using the same program to backup on user 2.

It sounds like an access issue, any suggestions.
