Ntbackup cannot back up to a CD-R.
Although you can write data to a recordable CD, it's not really implemented
as a read/write filesystem in the operating system. Since there's no
interface to write to the CD as though it's a filesystem, ntbackup can't get
there.
Roxio's DirectCD may be a suitable solution. I've not used the product, but
I understand it's designed to mount a CD-R and present that as a read/write
disk to the operating system. There may be other products on the market that
do the same thing.
