backup and restore user accounts and file permissions ?

Can one backup and restore user accounts and groups so that files restored
using NTBACKUP to a freshly installed system have the security
permissions that reference real user accounts and groups?

I known this is easy if the entire system is backed up and restored, but
since I'm
backing up to CD-R, that would be difficult.
