I am making a webpage , and I want to add a 3 layered background. Meaning
having a background then another background but smaller and so on. Thank you

generally this would be done in an image editing application like Photoshop,
Expression Design, etc.
you'd do your layers then compile it into a single image, slice it up if
you're going to tile it, etc.
you may be able to get a similar effect using nested divs (layers) each with
a different background image, but your images would have to be transparent
where actual color/ shape wouldn't exist (a transparent background for each
layer's background image) so you'd have to use a .gif or transparent .png
file (you may run into cross browser issues with the .png).

If you could explain what you're trying to do with a little more depth it'll
help get you a better answer.
