Backing up Windows Mail

What is the best and most efficient way to back-up address book and local
folders in Windows mail in Vista Home Premium?

This is what I would do:

C:\Users\username\AppData\Local\Microsoft\Windows Mail

Copy that folder to an external HDD. That will do it.
