How does one back and restore signatures with OL 2000?

Make a copy of your signatures folder.
C:\Documents and Settings\%username%\Application Data\Microsoft\Signatures

And then just copy and paste it to the same place it was before after
reinstalling XP?

Yup, that would make them available in Outlook again and then you can link
them to the correct account.
