How do I backup/restore mail rules created by me.

They are under the Winmail registry key. See the section on WinMail here:

Where's the relevant section for mail rules for Windows Mail, not
Outlook Express? Possibly in this section?

HKEY_CURRENT_USER\Software\Microsoft\Windows Mail

If so, it's inadequately labelled.

Labelled on the page as follows: (I added the asterisks)

HKEY_CURRENT_USER\Software\Microsoft\Windows Mail

This is the most important registry key and contains nearly all the settings
and **rules** for Windows Mail.

If you open regedit to

HKEY_CURRENT_USER\Software\Microsoft\Windows Mail

you will see it.

How do you access registry keys under Vista? The main help
file on my machine doesn't say. That web page mentions
which ones to back up and restore, but not how to do it.

You use Regedit as in other Windows OS's. If you haven't used it before
read the Help file as its useful to prevent mistakes. From the Command
prompt or from Start | Search type regedit.
