Backing Up Encrypted Files?

What is the recommendation about backing up encrypted files?

If you use BackupExec or just a Windows Backup ...... how do you deal with
the following scenarios:

#1 moving the file to another location as part of a backup, is that allowed?

#2, if #1 is allowed, and I wanted to RESTORE that file to "another
location", can I restore the file, and then somehow apply the SECURITY KEY to
that file... and then successfully open it?

I have used NTBackup for backing up and restoring encrypted files but someone
else will have to comment for BackupExec and other products.

With NTBackup, I was able to back up encrypted files on one machine (without
having the certificate and key), restore the files to another machine, and
then decrypt the files after importing the recovery certificate and key. The
recovery certificate can be used only if that certificate had applied to the
files before the NTBackup. An import (.pfx file) of the file owner's EFS
certificate and key will also work to decrypt the files.
