Backgrounds Not Displaying

Hello,
My parents' PC running Win XP Home with IE6 is having
an odd problem. The browser will not display background
images or colors and any CSS formatting is ignored. I
have checked Accessibility, Font, and Color options and
all are correct. This happens on every website. This is
the original Windows installation not an upgrade. The
only thing I found on the system that I could possibly
relate the problem to was Bellsouth's Webpage
Accelerator. I immediately uninstalled it yet the problem
persisted. I also ran Hijack This to see if some Reg Keys
remained and all was clean. The problem occurs when using
the My Computer window to surf as well. If anyone knows a
possible cause or fix please let me know.

Even if the accelerator is uninstalled, it can still be having an effect if
it has written to the HOSTS file. Check out that angle.

Also, make sure that the cache is not set to 'automatic' for checking for
new versions of pages. IE may be pulling old pages from a corrupt cache.
