background to stay fixed

I have Frontpage 2003 and I am trying to design a page where the background
stays fixed and only the text and anything added would scroll up or down.
Following the so called help files seems to apply I can do it but it won't.
The background scrolls no matter what setting I do.

Also, with it work with shared borders? If not, with it work on the main
center section of shared borders?

Page Properties | Formatting | check Background Picture, choose your image
file, check Make It a Watermark. May not work if using a Theme.

      17th Apr 2006
Select theme and your chosen background will be created on every page you
create. Click on Page properties, Format, Background.

With a theme - Modify the Theme to add the "watermark" style:
Format | Theme | Modify/Customize | Text - select More Text Styles
Select the body tag and then Modify | Border | Shading and select
Repeat - select no-repeat
Attachment - select fixed
Vertical Position - select center
Horizontal Position - select center
OK|OK|OK|OK & Save As a new theme name
