background image of windows loaded half

Hello,

I have set a background in windows 2003 server policy. But everytime
somebody logins the background image is loaded half. When i lock the pc and
after unlock it the image shows complete.

I dont know why it happens, and i dont know how to fix it.

I hope somebody can help me out.
