You would use CSS.
In FP2003, use FORMAT | Style > List: HTML tags > select "body" and click on
Modify...
Then select FORMAT | Border... > Shading > Patterns - Background picture:
and specify the image you want to use for the page background. Set Repeat:
to no-repeat to prevent it from tiling.
However, this will *not* make it fill the entire page - it will just prevent
it from tiling. Background images do not fill the page as I think you are
asking.
