Background Color in Layer Question

I am applying a background color in a layer that I am using as the header in
my site. When I view in the browser however the background is pushing that
header (layer) down lower than I want it to be. When I remove the background
color the layer acts properly when displayed in the browser so I know it is
the background color that is causing it to be pushed down 2-3 spaces. How
can I stop this from happening?
