Background BMP file will not center

All: I have a BMP file that won't allow me to center it.
The only options I have within Display Properties,
Background tab, Picture Display option are stretch and
tile. Anyone had this happen before? Is there a quick
fix. The pic was originally a JPG file that I converted
to BMP.
