It can be done using the Gradient feature
of DirectX light filters. However it is only supported by
or works in Internet Explorer. Other browsers will
ignore it or not display the page content.

Scripting the filter is a real chore.
The best option would be to make a blank page using the
gradient and then take a scren shot and convert it to a background image,
preferably a gif or jpg.
