How do I get backed up outlook folders/messages into new windows mail?

You dont, unless Outlook is installed & configured

Uhhh Am I correct to assume I find the Outlook application somewhere, reload
it into this laptop,then follow up with the configuration, thereby having
two email programs in the laptop?

For the length of time it takes to do the transfer, yes. Outlook must be
present to open the .PST file. Commonly, folks download and install the
Office 2007 Trial version, do the transfer, then uninstall it.
