I currently have vista and have the b.exe virus. If I upgrade to windows 7
will this will this clean my system and give me a fresh start or should i
just do a system install to repair?

Probably not. You should either take necessary steps to eradicate the virus
in Vista before upgrading, or do a clean install of Windows 7.
