I have an AOpen AX4SG-UN MB and recently added the ATI 9600 AGP Card.
My USB immediately started getting spotty and often just stops working
all together, I cheched the IRQ settings and in fact both the new card
and the USB controller are using the same IRQ 16 setting so I'm
guessing that is what is causing the issues (but I could be wrong) --
any ideas on what to do to fix this?

Check for "PNP OS Installed" or "Plug and Play aware OS" setting in the BIOS
and set it to Yes or Enabled. This would allow Windows XP to assign the
resources itself and solve most conflicts.

The BIOS is correctly set to not assign IRQs and the bios setting for
plug and play OS is set to YES.

So can you provide a detailed description of the issue with USB. Include all
steps you took and error messages.
