how to avoid entering design mode (access file) using "SHIFT" key

in access database file (*.mdb) user can enter design mode by using "SHIFt"
key before opening the file. How to avoid this? And if possible how to change
key from SHIFT key to another key such as CTRL or ALT or combination.
