(1) Mcafee
You don't seem like the type to run a brand like Mcafee. But just to mention:

You know, that does bring up one question. Are there any other "security" products,
besides Mcafee, which similarly have that effect of breaking mise history?
(2) Registry
Next thing the author of that post brings up are two reg keys to check. My instincts
are that the problem/solution won't be found with this, but I'll still go ahead and
report where he said to look:
A. [HKCU\Software\Microsoft\Internet Explorer\Main]
"Save_Session_History_On_Exit"="yes"
B. [HKCU\Software\Microsoft\Internet Explorer\TypedURLs]
The second thing is for that "auto-complete" feature of the address bar, not history,
so really, I don't see why he brought it up.
On my system, I might be inclined to take a look to see that the paths in my registry
for msie folders correspond to my expectations. Values under these keys:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders]
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders]
(3) Corrupted history folder/files
It's the last thing he brings up which feels right:

Then he says to delete the history and the cache.
Up-thread, I see that you are already running Index.dat Suite. I don't know why
it would make a difference if you were to delete entire folders, instead of only
the index.dat files; but I suggest you might go ahead and do that. It should make
you feel better at least, even if it doesn't fix.
Right after Index.dat gives you the run.bat file, add a couple of lines.
Add a deltree/y for the history folder and for the cache folder.
Then at the end of that file, add a MD for those same two folders.
I'd write the above literally, but I don't know your paths. If they're default
which I -think- on w98se is immediate subfolders off the windows directory,
then I guess I could have copy-pasted the right lines. But you can get your
correct paths, when viewing your Index.dat Suite run.bat file. Or even, maybe
someone might feel inclined to write clearer instructions....
