Installing Windows 2000 Server on 160GB drive. When I check on volume
information, it is telling me I only have 128GB to work with? Why might this
be?

Hard to say, unless you report really everything:
- The disk size reported by the BIOS.
- The disk size reported by the Disk Manager (diskmgmt.msc)
- The size of the unpartitioned disk space
- If you have enabled 48-bit LBA
