looking for an app launcher that can be used as a cd autorun.exe file
that will either launch apps on the cd or launch apps on the hard drive
(such as media player, windows explorer, etc.)- i thought there were
several mentioned in the recent past, but even google can't seem to
find them.

Have a look at Vuescan. It's a program to view images on a CD, but there is
a separate download of an autorun program to run it on a CD. This two line
..inf file (as below) can easily be edited to run any other program.

http://www.hamrick.com/index.html

or do-it-yourself:

The autorun consists of two lines

[autorun]
open=vueslide.exe

Change "vueslide.exe" to the program you want to open, if it is on the CD.
If the program is on the hard drive you need to add the path. i.e.
"open=c:\program files\Winamp\winamp.exe". Call the file anything.inf.
