Autoplay - Let autorun.ini work but DON'T scan my disks?

Just wondering if this is possible...

When I insert a CD/DVD with an autorun.ini file on it, I expect the program
on the disk to start. This is fine.

When I insert a CD/DVD that does not have an autorun.ini file on it, Windows
scans the contents of the disk and gives me a menu. How do I stop Windows
from doing this scan without disabling the autorun.ini?

Right click the CD Drive > Properties > Autoplay tab
Select each option one by one and choose "Take no action"
CLick OK

Thanks, but Windows will still scan the disc before these settings take
effect. This causes a delay and even stalls my desktop for a few seconds.

This alone is no solution. First, the OP wants the autorun.inf
still working. If you disable AutoRun by TweakUI the autorun.inf
will not work anymore.
Second, TweakUI is buggy here, it ignores the default values
for the DriveTypeNoAutoRun value which it writes to the registry.
This way it _activates_ AutoRun for unknown and network drives.
