Autoplay actions do not "hold"

When I insert a CF card into my reader (built in to computer) a folder window
pops up. When I go to change in the Autoplay settings to "Prompt me each
time to choose an action", and apply, the setting does not stick. i.e. when I
put the CF card in again, a folder opens.

I have formatted the card in the computer and the camera with no results. I
have restarted the computer with and without the card in with no results. I
have used the Autoplay repair wizrd with no results.

Any help? Thank you.
