Right now when an employee joins the company, among other paper works, he or
she signs a paper-based security policy regarding a proper use of the user
account, and then a user ID is created for them on the AD.

HR is asking us on how this be automated (through GPO?), say, instead of
using paper-based, the user would click on an "Agree" box and then a user ID
would be created for them etc.

Anyone has any idea?

You need to script that. Group Policy doesn't bring such a
functionality. Have a look at directoryprogramming.net or the "Scripting
Guy". There are a lot tutorials out there.
