Automating Offer-based Remote Assistance settings without using GPO?

A domain GPO will not be used.
Is there a way to use a script or import of registry settings to
configure the Windows XP SP2 firewall and other required settings to
allow offer based remote assistance, allow remote computer management
and allow respond to ping while the computer is on the domain?

If so how is this done?
We have been going to each machine and manually editing gpedit.msc
including restricting the IP address range allowed through the Windows
firewall, but it's time consuming and easy to make a typo or forget to
change one of the settings since there are several places that changes
need to be made.
