I'm trying to figure out where or what setting I need to change so that when
I click an email address from within IE8 and it pops open a Outlook email I
can type my message, hit send, and the message is sent immediately. So far
whenever I create an email by clicking on a a link the message is saved in my
outlook "Outbox" and I have to actually open Outlook and then select send all
now.

Nothing will be sent unless your mail app (Outlook) is open. Thats the way
it is

Composing an e-mail (in the manner you describe) only loads a portion of
Outlook which is sufficient to handle the generation of a new-mail item.
When you close that compose window, Outlook unloads. Since Outlook is
unloaded, it isn't available for sending anything.

You need to have Outlook loaded to send e-mails. That means it must be
running at the time you close the new-mail compose window. Since it
isn't in your scenario, all Outlook can do is put the generated item in
the Outbox and wait until whenever you next load a *full* instance of
Outlook. However, since the item was added to the Outbox folder when
Outlook was not fully loaded, the trigger of an item getting moved into
the Outbox is not there when you do next fully load Outlook. That's why
you have to send it manually.

So leave Outlook loaded in the background when you are composing e-mails
if you want them to send immediately. Otherwise, compose as many
e-mails as you want but remember that you'll actually have to send them
when you next load Outlook.
