My archivist sent a message with an attachment to 5 people. They recieved the
messaged numerous times. She is working on Outlook 2003.

The first thing to check is to make sure she's not scanning mail with an
antivirus scanner, especially the outgoing mail. Next, she can increase her
server timeout value on the Advanced tab of the account properties, finally,
she can set her send/receive interval to a value greater than ten minutes.
