automatically fill in parts of web site

i have a website, and when a visitor come in, they can select what files
what want and my website then open a new page from someone else's website
with this file that they want already selected,

how can i do this, to have their page open with file 'abc' already selected?

To the best of my knowledge you really can't.
When linking to a site external to yours, you can
link to a page, or link to a file.
Linking to a page is considered OK.
Linking to a file is called hot linking and is considered rude
and will probably get you nasty e-mails from the site owner
unless you have specific permission to hot link

I do know the person, but they say that I can not have the page imported as
I already know myself that my server does not support so if I do this HOT
LINK it will work ok for everyone that visits, he said i can do what ever i
like, he is not really bothered.

how or where do i go to get more info about this.

To link to a file on another site,
simple insert a hyperlink on your page
to the file. Example:
http://www.hiswebsite.com/foldername/filename.ext

To get the link, go to the page and right click the link
or file, select Properties and then highlight and copy the link
info from the properties panel.
