Is there a way in Outlook to automatically decline
overlapping meeting requests without having to
automatically accept all meeting requests?

In Outlook 2000:
Go through Tools > Options > Calendar Options > Resource Scheduling
Put a tick in the top option ("Automatically accept meeting
requests...") then put a tick in "Automatically decline
conflicting..."; then take the tick out of the top box. This leave the
tick in the Decline option (but leave the box greyed out)

Haven't tested this but it might work!
