Automatically Decline Meeting Requests

Ive set up a Resource Calendars and I do not want
duplicate/overlapping meetings.
I have the "Automatically Decline Meeting Requests"
enabled/checked, but I'm able to schedule conflicting
meetings. In other words I can set a meeting for 9AM to
11AM then set another meeting for 9:30AM to 10:30AM.
Kind of defeats the idea.
Any suggestions?

I'm using Outlook 2003 and 2002 on Exchange 2000.
