Automatically decline conflicting meeting requests not working

Hi All,

I have an issue where our a meeting resource is not automatically
declining conflicting meeting requests. Here is my setup

Servers: Exchange 2000
Clients: MS Outlook 2002 SP2

Resource has been setup as per MS guidline, I have opened the mailbox
and set resource scheudling calandar option to 'automatically accept
requests' + 'automatically decline conflicting meeting requests'.

However it seems users can send meeting requests to this resource,
scheduled for the same time, and the resource isn't declining them.
Has anyone experienced this before?

I have tried alternative methods to book the room

1) New > Meeting request (and ensuring the resource is in the invite
list)
2) Calendar > Actions > Plan a Meeting

Same issue.

Any help appreciated.
