Can we Automatically configure an Outlook , When an user logs in the System?

Sure, or even at deployment time. You can create a prf-file, mst-file or
cmw-file for that depending on your deployment method. All can be created
via the ORK or OCT (depending on your version of Office).

Do we have any procedure or any script which has to be updated in Gropu
policy or on the system. If yes can you please share it.

Did you already look at the methods? Where do you get stuck?
There is nothing to share as things will be very specific to your
environment and configuration.
