I often group Deleted Items and Sent Items by From or To. When using Outlook
XP, it automatically collapsed all of the groups. Not sow with 2003,
requiring me to go to the toolbar to get the view I want. Is there a way to
automatically collapse all groups like XP did?

If the setting is not saved in a custom view, you'll need to set it each
time.

FWIW, I'd use the keyboard instead of the menu. Ctrl+minus sign on numeric
keypad - Ctrl & the plus sign on the numeric keypad expands all.
