I have a list of 25 people and I need to add there name as a watermark to the
same Excel File for distribution.

Can outlook do this automatically using their Email Address or name as it is
listed in our internal directory?

That would require writing VBA code to do whatever you want to the Excel file and then create the email messages to distribute it.
