Automatic text insertion based on who mail is sent to

I would like my outlook to do three things:

1) When I hit send, it would search my to, cc, and bcc fields for
email addresses that I previously have defined. If someone is on that
list, a dialogue box would pop up and say (E-Mail Removed) is not
on the approved list. Would you like to send the message anyway?

2) If I answer yes, then another dialogue box comes up with a list of
choices that I can select a text that is automatically entered at the
end of the email. For instance, I may select to insert the text "This
email contains proprietary information", "Do not forward this email
outside the company," etc.

3) I would like to activate the dialogue box from number two above
even if I don't get the first dialog box.

Does anyone know if something like this exists or how much it would
cost someone to write a script to do this?

If there is one, it'll likely be up at http://www.slipstick.com.

As for me, I'd charge $1500 and I'd also retain all rights to the software
so I could sell it to other people =) (but then, I'm in a temporarily
low-paying job, so I could use the scratch).
