Automatic Send/Receive without Outlook Running?

Is there a way where I can have Outlook check for my email after x amount of
minutes without it having to run in the background?

For instance, when I login to my computer, having it automatically
Send/Receive? I don't want to have it running in the background and taking up
memory and CPU..

No. Outlook is like all other program. To function, it needs to be running.

Like Russ said, in order to function, a program needs to be running.

Look for a pop3/imap4/gmail poller (for whatever type of mail server you
have) that has a small proc/memory footprint and run that.
