I have created a new account which I will be using as my default from now
on.

When people send me email to my old account, I want to send them an
automatic message saying my account has changed.

How do I do this?

That would depend on your version of Outlook and the type of account. In
general you could use a rule for that.

Some ISPs have that service. Did you ask?
